The annual Startup Nations Standards Report provides an overview of Europe’s startup policies by tracking the adoption and implementation of the eight Startup Nations Standards across European countries.

It highlights the collaboration needed to boost Europe’s competitiveness, evaluating the current state of affairs and suggesting steps forward. Combining desk research from trusted third-party sources and a tailored survey of ESNA’s Signatory Countries, the report offers a snapshot of Europe’s current position.

Startup Nations Standards Report 2025

The Startup Nations Standards Report 2025 provides an overview of the European startup ecosystem through the lenses of the eight SNS. Targeted primarily at policymakers, the report monitors the implementation of startup-friendly policies across ESNA’s Signatory Members. As the third iteration of this series, the 2025 edition enables year-on-year comparability and offers a clear picture of progress and remaining gaps.
